It's the day after the bomb blast at the Capitol. The American populace has not been comforted by Tom's initial address, their feeling more about the messenger than the message which Tom realizes. Perhaps the largest microcosm of that feeling is happening in Michigan, where Governor John Royce has basically dismissed Tom's presidency, he doing what he feels he needs to to protect his citizens, his actions legal or not. First Day Woes

Kirkman is met immediately with a crisis. The Governor of Michigan has ordered his police to round up and, if necessary, beat people with ties to Islam. Kirkman has already ordered him to stop but he says he doesn't recognize him as President. There is also a scene at the sit of demolished Capitol. He must deal with a frightened populace and the knee-jerk reactions of those around him.
