The reason to make these tapes; are to, forward all the tapes after listening to the next character, blamed. That means Clay no. 11 has to forward it to number 12 which is not Mr. Porter but indeed Bryce (12). So, the continuity of the whole tape passing was broken. If Bryce, would have received the tapes he would have probably burned the evidence, enforced Tony to submit the evidence or Tony may have made it public. Worst case scenario, Bryce uses his money power and never goes under trail. See more »

Justin Foley: Hannah Baker made these tapes before she died. Saying what we all did to her. What you did. To Jessica.
Bryce Walker: To Jessica?
Justin Foley: She was in the room that night. Hiding.
Bryce Walker: You've heard these tapes?
Justin Foley: Yeah. I'm on 'em too.
Bryce Walker: And who has them now?
Justin Foley: At this point, I don't know.
Bryce Walker: Jesus. But who's gonna believe a dead girl, right?

It's dangerous & disturbing that anyone would approve of & glorify this girl killing herself then blaming it on the actions of children that are just finding out things for themselves. It's dangerous, it's disturbing, and most of all it's repulsive. Don't empower people that blame others for their actions, especially such drastic actions. Disgusting.
