With full disclosure ousting him from the FBI (and without NZT to aid him), Brian fruitlessly searches alone for the kidnapped Piper, but a sudden proliferation of NZT on the streets presents a mixed blessing. It keeps authorities further from aiding in Piper's search but avails Brian the smart drug. Now he can turn to "Apocryphon," a word he wrote down weeks ago while under the influence, which crops up only now in the NZT epidemic. Meanwhile, as Sands sits in jail, his "Legion of Whom" (as Brian puts it) puts into play their first nefarious plans.

Grover asking Brian if Brian is "on the bus" is a reference that goes back to Ken Kesey (One Flew Over the Cuckoo's Nest author) and the Merry Pranksters as documented by Thomas Wolfe in The Electric Kool-Aid Acid Test.
