At the time the President is shot, his mother, Rose, is encouraging his father to stand from his wheelchair. As he does so, a bulletin on the TV announces the shooting.
In fact Joe was not aware of the assassination for some time; when he wanted to watch TV, the family didn't want him to see the news, so they told him it wasn't working.
