After the team crashes the helicopter, they are miraculously able to fit the enormous stockpile of duffel bags filled with cash onto only 3 mules. The amount of bags placed on the mules is far less than made up the original amount carried on the helicopter. One might assume that they just loaded up the mules with as much as they could and left the rest, but that would negate the entire purpose of giving the village leader the one million in reparations inside the hut.
