In "Ed Good, Rocko Bad", Rocko likely would not be eligible to run for dogcatcher, or vote, as he did for himself at the end of the episode, as it has been established several times prior that he is not a US citizen. Rocko referred to himself as a citizen in Rocko's Modern Life: Hut Sut Raw/Kiss Me, I'm Foreign after he received his Green Card, though this was likely a character error as Green Cards are only issued to non-citizens.
