A new chapter how James Hewlett became Logan aka The Wolverine.
Weapon X is a fictional clandestine government genetic research facility project appearing in American comic books published by Marvel Comics. They are conducted by the Canadian Government's Department K, which turns willing and unwilling beings into living weapons.
The project often captures mutants and experiments on them to enhance their superpowers, turning them into weapons. They also mutate baseline humans. The Weapon X Project produced Wolverine, Leech, and other characters such as Dead pool and Sabertooth.
Experiment X, or the brutal Adamantium-skeletal bonding process, written by Barry Windsor-Smith in his classic story "Weapon X" (originally published in Marvel Comics Presents #72-84 in 1991), was eventually revealed as part of the "Weapon X Project."
Grant Morrison's New X-Men in 2002 further revealed that Weapon X was the tenth of a series of such projects, collectively known as the Weapon Plus Program, and the X in "Weapon X" referred not (or not exclusively) to the letter X, but to the Roman numeral for the number 10. The first project, Weapon I, pertained to the Super Soldier Project that created Captain America.
Dr. Cornelius, one of the senior scientists for Weapon X, is employed by the mysterious Professor Andre Thornton and partnered with a young Dr. Carol Hines. Some time after World War II, Wolverine is taken in by the project and Cornelius is assigned with the task of perfecting and using a technique that would bond the indestructible alloy Adamantium to human bone cells.
This Adamantium-bonding process was first created by Lord Dark Wind (Lady Deathstrike's father), but is only put into use after being perfected by Cornelius when he succeeds in bonding Logan's skeleton with Adamantium, after which Logan is indoctrinated into the Weapon X assassin program.
Years later, Japanese crime lord Matsu'o Tsurayaba and his allies, including former Weapon X scientist Doctor Cornelius, resurrect the Russian super-soldier Omega Red.
In order to stabilize his mutant power, Omega Red requires the Carbonadium Synthesizer, a device stolen from him by Team X decades earlier. Omega Red captures Wolverine, who had the location of the C-Synthesizer buried in his memory, and several of Wolverine's teammates in the X-Men.
Maverick is hired by former Team X liaison Major Arthur Barrington to prevent Omega Red from obtaining the device, and he tracks another former Team X member, Sabretooth, to Omega Red's location. With Maverick's help, the X-Men are able to defeat the villains.
In the final confrontation between the Hand and Wolverine, Cornelius is killed by Maverick. Now, as Wolverine faces his death, Abraham Cornelius has returned.
He seems to have near unlimited amounts of money, is killing and collecting different marvel characters that have Adamantium, and has put a price on Logan's head so high that it's prompted nearly every assassin and mercenary to attack Wolverine.

Little is known about the past of Arkady Rossovich except that he was a serial killer born in Russia. He was captured by the Interpol agent Sean Cassidy and turned over to the KGB, which wanted to experiment and attempt to create a super soldier similar to Captain America. Omega Red is the end result.
In another version of Omega Red's past, Arkady was a Soviet soldier stationed in a small Siberian town. He was a murderer; his crimes easily discoverable due to the town's small size and limited number of potential victims. He was caught by his fellow soldiers and summarily executed via a gunshot to the back of the head.
His superiors are astonished when Arkady survives the execution, and recommend him for the aforementioned Soviet super soldier project, a brutal process; it is suggested that Arkady survives solely due to his evil and mean nature. He becomes an operative for Soviet intelligence and the KGB.
