The treatment worked beautifully, and he embraced his daughter in relief, only to quickly go into shock and die of poisoning. The cure had a devastating side effect, making her touch fatally toxic to all animal life. Traumatized, confused, and left on her own in the middle of nowhere, Lillian fended for herself for years in her empty house. She studied her father's writings, and his textbooks, eventually becoming just as intelligent as he was on the subject of plants. Based on his work, she comes to the conclusion that plants are the only living beings that truly have a right to the planet, and resents the human race and their destruction of the environment. As the years went by, her skin grew greener, and her hair would fall out and sprout into skinny, delicate vines. She became deathly thin as her digestive system atrophied to nearly useless proportions, her nutrition being derived only from water and sunlight. Her skeletal makeup even came to resemble wood more than bone. These conditions rendered her physically weak in some aspects, but her rage grew stronger than ever. After years of lying in wait, she finally leaves her manor and takes shelter in the woods outside Gotham, the most heavily industrialized city she comes across. She steals parts to build bombs and terrorize factories, poisons CEOs and land developers, and spreads invasive plant life across the city.

The Joker

A mysterious, fame obsessed, clown-like maniac who operates a chaotic clown cult all throughout Gotham. He commits crimes of every variety, from terrorism to vandalism to bank robbery to plain old mischievous pranks. He has become Batman's greatest nemesis in Gotham by evading capture at every turn and directing schemes that purposefully waste his time, staging fake attacks and pulling ironic pranks to offset his real, highly destructive plans and keep Batman on his toes. Little is known about his past, but it's theorized by most that he has a deep depressive disorder that he combats with his comedic persona. What Gotham knows for sure though is that he is incapable of taking anything he does seriously, totally unaffected by the plight of his victims or even the danger he puts his own life in. Batman personally theorizes that he commits his crimes because he's on an elaborate quest to kill himself in the loudest, most attention grabbing way possible. He's only ever captured by police once, after Rupert Thorne has his brother, Bradford Thorne, surgically deform The Joker's mouth into a smile as a poetic means of revenge. The Joker has a particularly extreme breakdown after this as a result from not only the trauma to his face, but the sedatives he was under, bringing his dark past back from the annals of his twisted, distorted memory. This state of mania results in him finally being captured by Batman, who turns him in to the police. Because of his incomprehensible state, he's quickly detained at Arkham Asylum. He later escapes with the help of Harley Quinn and becomes more ambitious than ever, working his way up to the very top of Gotham's crime syndicate.

Dr. Molly Mayne/Harley Quinn

Ex-psychologist of Arkham Asylum who treated The Joker after his capture by Batman following his surgical deformity. Fresh out of school, she was enamored by The Joker's uniquely warped mental state, unlike anything she had studied before, and found relatability to him by her own past as a victim of abuse, which The Joker fabricated regarding his own background to gain her trust. She becomes convinced of his view of life and comedic nihilism, and falls in love with him as a result. Because of this, she pulls a couple of strings to get him freed, convinced that he can pursue his beliefs as a philosopher without retreating back to his criminal ways. Afterwards, he kidnaps her and convinces her that she holds a special place in his plan to change the world, helping her develop her own clown persona as Harley Quinn, a harlequin jester that will aid him on his quest for chaos. This revelation drives her over the edge and she devotes herself him in a fit of lust for the freedom that he represents to her. The Joker brainwashes her to idolize him to a messianic degree, and she becomes his most valued follower, as well as his lover. She often acts independently from The Joker and her sadistic wild card behavior makes her much more unpredictable, making her arguably less stable than even The Joker himself.

He makes an attempt on his sister's life after she tracks him down and tries to contact him in hopes of possible rehabilitation, resulting in her paralysis, which The Joker is ultimately blamed for, leading to his speedy capture after his face is disfigured. After his escape, The Joker discovers that he was responsible for the incident that got him caught, resulting in him firing "Bob" and subsequently slitting his throat and giving him a Glasgow smile. He miraculously survives, but is caught by the police and delivered to Arkham due to his catatonic state. Even after he awakes all he can manage to do is stare and lick his lips and is confined to a wheelchair. He's eventually claimed by Commissioner Gordon and is brought home to be cared for. He disappears one night, and essentially becomes a cryptid as reports and sightings of a shabbily dressed serial killer in a red hood begin to sweep the city.

Bane

Born and raised in Pena Duro, a corrupt Colombian prison, Bane was only known by the nickname given to him by the guards, never being given a real name or birth certificate. His father died in combat with the law and his mother was forced to serve his sentence herself. after Bane's birth, she died of complications. The prisoners were the only ones to take care of Bane when he was a child, and he learned a vicious disdain of law and righteousness from them, valuing only strength and the domination of others. His temper gets him into trouble several times, and one brawl leaves him with nearly debilitating chronic pain from a spinal injury, while another horrifically deforms the bottom half of his face. As he ages, he works to become stronger and stronger, eventually climbing to the top of the prison ladder, despite his handicaps. The guards begin to fear his strength and aggression and ship him off to China as an experimental test subject for Ace, the medical company owned by Ra's Al Ghul. There, he's injected with a derivative of the Lazarus Pit chemicals, code-named Venom. All the other test subjects die from exposure to the chemical, but Bane gains superior strength and increased intellect. Al Ghul attempts to indoctrinate him into his league of assassins, but upon discovering from Ra's that the legendary Batman is real and living in Gotham city, he elects to seek him out, Kill him in hand to hand combat, and cement himself as the top criminal of Gotham, the city so tough he'd been hearing about it from other inmates since childhood. His ultimate goal though, is to use his acquired criminal connections to take over Gotham and convert it into an expansive fascist state based on his views of power and hierarchy. He believes the world is weak and full of mindless idiots, and that he must guide his own world with a firm, unrelenting hand. He remains reliant on injections of venom for the rest of his life, being physically addicted and rendered weak and pained from withdrawal.

In order to save his terminally ill wife, Victor uses his lab at Ace to cryogenically freeze his wife in the hopes of finding a cure, but his boss, Ferris Boyle, cuts his funding and cancels his research, sick of funneling money into fruitless experiments. While cleaning out his lab, Victor attempts to kill himself by randomly mixing toxic solutions around the lab and injecting the mixture into his arm. Rather than killing him though, the solution alters his bodily chemistry, causing all of his body hair to shed and making him cripplingly arthritic and intolerant to temperatures above zero. To preserve his life and health, he uses pieces of cryogenic machinery to construct a suit that can not only keep his body at a subzero temperature, but also severely lower the surrounding environment's temperature. Over night, he freezes the whole building solid, creating an icy fortress for only him and his beloved wife. He then embarks on a revenge quest to freeze Boyle to death.

This gave him a harsh vendetta for Batman, making them sworn enemies. However, he took up residence in the sewer right around the time that Bane had come to Gotham, who was also temporarily using the underground waterways to take shelter. Upon seeing such an imposing foe, Bane couldn't pass up the opportunity for a fight, and attacked Killer Croc. Weakened from hunger in the sewer, Croc was easily defeated, and his beating from Bane caused brain damage that resulted in amnesia, decreased intellect, and an insatiable craving for raw meat. To satiate his new, animalistic nature, Croc began to abduct pedestrians in the nighttime and cannibalize them. Croc's mental state would never recover to what it used to be, but he did improve enough to at least work as a henchman for more prominent criminals, like The Penguin, Poison Ivy, Scarecrow, etc.

Infatuated with his Alice, he proposes to her on their first date, now in character as The Mad Hatter, hoping to live out a wonderland-esque fantasy with her, but instead scares her away. Angered by this rejection, he kidnaps her and attaches a mind control device to her to enslave and marry her. He uses additional chips to create a gang of bodyguards, also dressed up as wonderland characters, but Batman still successfully defeats them and frees Alice, who yells at and berates him before taking off. The Hatter develops a lifetime hatred for the hero, vowing to get revenge and find a new Alice for him to marry. His career over, he now uses hypnosis, mind control, and hallucinatory gases to commit robberies all over the city in his Hatter persona.

This manifested itself as an obsession for control over others, which he desired because of the chaotic, unpredictable nature of life. This obsession becomes dangerous after it drives away numerous friends and family members who don't like being around somebody so controlling, isolating him in his deteriorating apartment. As he slips further and further into insanity, he dreams of amassing an army of slaves who will bend to his will, but after looking at himself in the mirror for a little while, he comes to the conclusion that somebody as pathetic as him would never be able to control his environment to the extent he wished. He attempts to commit suicide under an overpass after realizing this, but before he can do so he's robbed by a homeless man. His complex triggered, he freaks out and stabs the man to death in a last bid to establish control over the situation. He's initially horrified by what he's done, but his mind snaps and he comes to the conclusion that by killing people they will become his slaves in the afterlife, finally giving him an entire world under his absolute will. Victor carves a tally mark into his arm, deciding that he can use this method to keep track of his slave army, this first scar being only the first of many. Zsasz becomes one of the most notorious serial killers in Gotham history, with his victim count eventually rising into the triple digits, each with a scar carved into his body.

Humiliated by his defeat, he gains even more respect for Batman, making it his primary mission to corrupt the bat into joining him. Nyssa Raatko/Nyssa Al Ghul

The Lazarus chemicals in her DNA keep her alive though, and once she is fully healed, she hunts down the Nazis in hiding that tortured her and kills them. She plans to kill Ra's next, for abandoning her and her family, but when she finally finds him, he reveals that escaping from the camp and killing her captors was his final test for her, and bestows her with the status of Head Assassin, the highest rank under himself in The League of Assassins. She refuses and attacks him, but he easily bests her in combat and imprisons her in his dungeon until she chooses to accept his offer. Eventually she does so and works under him, if only to observe his technique as closely as possible for a second chance at revenge. Unbeknownst to Ra's, she secretly allies herself with Bruce Wayne/Batman to conspire against him.

Dr. Hugo Strange

Purveyor of an alternative medicine institute of advanced hypnosis therapy that attracts wealthy customers with the intention of selling them placebo therapeutic products. After Bruce Wayne is pressured to go, Strange discovers that he's actually Batman. Using this information to blackmail the caped crusader, he demands that Bruce transfer billions of dollars to him, threatening to auction his secret identity off to the city's villains. He does so, but Strange conducts the auction anyway, which Batman sabotages by remotely triggering the scarecrow's gas canisters to go off, causing panic in the crowd of villains and giving him cover to beat and capture Strange. The effects of the gas catch up with Strange, allowing Batman to intimidate him into signing him back his assets. Batman then uses Strange's own hypnosis technique to erase his identity from the doctor's memory. It works, but Hugo still remembers the fact that he had previously learned the caped crusader's identity, and nearly made a fortune with it, so he becomes obsessed with rediscovering it. He's imprisoned in Arkham Asylum and develops a multi-layered obsession with Batman, not only wanting to discover who he is, but now to also kill him and steal his mantle as a means of exerting power over the city.

Formerly a wealthy NRA lobbyist, Lawton lost everything after a lawsuit over a poaching scandal he was involved in, and decided to reclaim his lust for power by becoming a costumed antihero, using what remained of his high caliber gun collection. He stopped crime on occasion, but he mostly robbed drug deals and burglarized local businesses. Batman initially thinks that Catwoman is behind these crimes, but the brutality of them seems unlike her, so he decides to investigate. Upon discovering Deadshot at the scene of a crime, Batman confronts him, but Deadshot successfully wounds him in his leg and kidnaps him, holding him under capture and taking his place at the call of the bat signal. The Mayor endorses Deadshot, but Jim Gordon senses something is wrong when batman is discovered to be missing, and follows Deadshot in disguise to his home, where he discovers and releases Batman, who has been kept under straps in a guest room bed while his leg heals. Batman catches Deadshot by surprise, causing him to miss for the first time in his career as a sharpshooter, devastating him to the point that Batman can easily overpower him and turn him in to the authorities. In prison, He vows to be the one to kill Batman. After escaping, he pursues this goal, working as a hired gun to keep himself afloat. Eventually, he's captured once again and sent to work in the Suicide Squad

Under this grim new persona of Black Mask, he begins robbing Wayne Enterprises shipments, such as trucks and boats. What he doesn't account for is the presence of bacteria and fungi growing from his mummified mask, which begins to spread a painful rash on his face that eats away at his skin. He pays Dr. Moon to come up with an antidote, and he does so promptly, but he also warns Roman to keep the mask off while he heals. Roman ignores this advice, as he can't think of new plans to seek vengeance on Batman without his signature mask on, and decides to wear it while he gets drunk and schemes for the night. He falls asleep while wearing it, but when he awakes, he finds that his skin has healed onto the inside of the mask, permanently attaching it to his face. This revelation pushes him even farther over the edge, and he begins starting fires all over the city, hoping to establish himself as a symbol of death.
