The "evil" conglomerate, led by Senator Meachum, had committed atrocities inside Eritrea and Ethiopia to make villages cooperate with the installation of a new oil pipeline. An entire village was massacred to get them out of the way. In an act of irony, though unrelated, Swagger and Donnie covered the retreat of the military contractors acting for Meachum after they massacred the village. The Archbishop was going to speak out and unveil these atrocities, so he had to be eliminated. To needed to make it look like an accident and he was going to be standing by the President, so it would look like a failed assassination attempt on him. Swagger was needed as a scapegoat for the failed Presidential assassination attempt, he being one of the few men in the world who would be capable of making the shot meant there were only a few choices. He was supposed to be caught, by Officer Timmons, then shot in pursuit and die, thus tying up all loose ends.
